I don't think there should be sanctions. Doesn't seem like an appropriate response here.

They literally have signs at the airport explicitly telling you they have the death penalty for drug smuggling. Don't play the game if you can't afford to lose. That said, you can buy Xanax and shit over the counter in many parts of Indonesia and people always are selling you bush weed so it's not really as strict as it seems.
