p sure we track who is registered to vote and what their district is, and those districts have a book of names with addresses in them when you go to vote (or electronic spreadsheets, i don't know for sure).

okay but why would they track non-registered voters? you're suggesting there's a problem due to a lack of service when that service is entirely unnecessary.
