Scotland's the most devolved in comparison to England. I've already pointed out the average scot has more say in what goes on in England than vice versa.
Kashmir and Crimea is an awful example tbh.

if i was middle-class and English I think I'd want Scotland to become it's own country.
I currently feel that way about several states.

tbf the south was kind of the civilized region and the north was kind of the gross region back then.
