The latter scenario you imagine is the most likely to occur. It's pretty clear that the politicians are all in bed with these programs.

Snowden blew the cover on PRISM, which is awesome, but I call bullshit that he was also knowledgeable about Stuxnet. He can probably provide answers to questions about Stuxnet, but I'd venture to say that the accuracy of his answers is no better than that of my answers which I pull out of my ass.

There are ways of encrypting your emails (like PGP) and such so that the gubmints of the world cannot access them but sadly most people dont care or find them convenient.
