Yeah, its no coincidence that these accidents occur with such lethality in countries not known for safety regulation/enforcement. But even so... it seems inherently risky to have flares or fire around large groups of people.

Who cares. If they were dumb enough to use a club without emergency exists thats their problem, they win a Darwin Award.
On the flipside, there was a similar incident in the US involving the old heavy metal band Great White a few years ago.
