The issue I have with the 'discussion' argument is it assumes everyone thinks rationally in every situation. People don't act rationally in every situation. Imagine I'm in a really bad mood, no matter how great this idea that everyone has came up with, I'm just going to say no to it to spite everyone because I'm in a mood. Thus, this great idea fails because I'm being irrational. While I agree that discussion can produce some sort of consensus, I find it difficult to see it as 100% consensus. It also assumes that everyone wants what is best for society. Again using the example above, people don't always want what is best for society.

If the world only had two people in it, one would probably try to boss the other. I ruled the world at one time, its way over rated.
