I have the time on here set to UTC + 8 Chinese time but it's an hour fast. Not that I'm bothered like but wondered if anyone else had this in their time zone.

I am not sure how it works in China but I had to go into User Control Panel and then Board Preferences to set DST (Summer time) to on/yes. Which ever it is. But the time was running an hour slow for me.
Set yours to no if its set to yes and the time would be right, I think.
