vowels shift all over the place and are why one people can be separated by a common language. consonants are much more constant (although some are dropped, specifically, "r" and "ing" mutates to "n" sound). canadians would likely pronounce "out and about in a boat" as "oat and aboat inna boat". but that's the vowels sliding everywhere. in this case, you're talking about adding an e sound at the end of a word following a t. i do not think this would happen. the word "not" is pronounced by canadians more like "nawt". again, the vowel is the thing that goes everywhere.
