In the video the guy pretty much says that. In Britain for instance, they tell the pharmas you will make them and we will pay this much and they better be safe or else we will find somebody else. Any pharma would KILL to have the contract for the ENTIRE UNITED STATES.
Here we even perverted that, turned it on its head: with Medicare Part D, we agreed to provide prescription drugs to seniors but forbade ourselves from being able to negotiate prices.
Just think about that for a moment, how insane that is. That was under "conservative" GWB BTW and people like Paul Ryan voted for it.

The problem is the IP laws- big pharma industries have a stranglehold on the US drug market and they wont allow generic versions of their drugs in- its a monopoly fueled by government interference.

Pretty aggressive payment schedule. Congrats. I've just decided to not pay mine.
Edit: also what you describe is still a problem IMO, since all your disposable is going to Sallie Mae instead of investment or to goods and services.

Well, it's a balance between protecting IP enough to justify R&D and allowing generics to come to market.
