Right, as long as they can't afford to pay off more than what their fine is worth. If someone is into bounty hunting, it's probably going to be for the money. Hey, guess who has lots of money? That's right, really successful criminals. So it would be quite sucessful at bringing in the poor dredges that actually suck at being criminals but grew up or otherwise were dragged into it by circumstances.
Also giving the right to private citizens to capture and detain other citizens? Yeah, that could never go wrong. I know you said "I would never advocate this seriously", but I can't stress how terrible this idea is.
