Hey now...the government has to balance its books every year else it runs the risk of passing the buck onto little billy...like it has for the past 200+ years...

Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.

It would be a one off and instantly stimulative. Any fix to the current structure of educational attainment and financing is separate and apart from this IMO. Making it free for all won't pass in the US.
