It's because we don't have an enemy. Congress doesn't have a united goal. Once cat brings the aliens, we're solid.
Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.
If guns are not outlawed, the in-laws will have guns.

One clarification that isn't reflected in the numbers. People have a low opinion of all Congressmen EXCEPT their own. Approval ratings for a constituency's own representative are still relatively high. But, people think that EVERYONE ELSE'S Congressmen are shitty.
