What's your standard here eynon? Anyone who has access to classified docs can unilaterally make the decision to go ahead and leak them, as long as they've reviewed the docs first and decided it will be fine if people see them?

This is why the obvious course of action is a pardon. You get him to plead guilty to all charges, then pardon. You keep your classification laws while acknowledging the vital importance of what he's done.
