The problem is that the police have become so militarized they are trained to use deadly force at the slightest provocation. They no longer serve the people nor the community, instead they are more like an occupational army.

The dog owner should have just minded his own business, he was drawing attention to himself which resulted in a confrontation which could have easily been avoided.
Saying that, the cops didn't seem to try very hard to resolve the situation through dialogue, and rushed into the arrest. They should have asked him more than once to turn the music down, given him the chance to change his mind and comply.

The police should have simply asked the guy to turn up his music. Perhaps even offered to let him plug his stereo into their PA system. And then they should have shot the cop and offered up his body to the dog as a treat.
Would that have made some of you happy? Since obviously the dog owner was obviously an upstanding citizen doing everything he could to help the police conduct their business, and that pooch was just a cuddly puppy going to lick his owner's face.
